Jackie moved to Australia in 2009 to take up the position as Director of the Health Resource Facility (HRF) for Australia’s aid program based in Canberra. The HRF provided DFAT with a mechanism for engaging a broad range of health and HIV expertise in support of their health programming.

Prior to this, Jackie spent several years as Mott MacDonald’s Lead Specialist for HIV/AIDS. Jackie's consultancy work includes reviewing the way forward for the national rollout of anti-retroviral therapy for AIDS treatment based on a systems development approach for Kenya; Team Leader for the initial design mission of the DFID Southern Africa Regional HIV/AIDS and STD Programme; supporting UNAIDs with policy work, including for stronger linkages between the AIDS response and health systems and the Millennium Development Goals.

Prior to joining Mott MacDonald, Jackie was Manager of the DFID Health & Population Aid Effectiveness Project responsible for developing a system for ongoing monitoring and performance management of DFID investment in health and population. For three years, Jackie was also Health and Population Field Manager with DFID in Kenya responsible for development, management and performance of DFID’s health investment.

Jackie has specific interests in health policy and health systems, service delivery including reproductive and sexual health, aid management approaches, aid architecture and effectiveness, partnership building. In addition, she is a trained facilitator and coach, and is passionate about supporting groups and individuals to achieve results and change.

She has provided facilitation services to country governments, bilateral aid agencies and private sector organisations for fifteen years. She was certified as a Professional Facilitator by the International Association of Facilitators in 2016 and holds a Postgraduate Diploma in Coaching and Mentoring from Oxford Brookes University. She has previously volunteered as a mentor to young global health professionals through the Global Health Me program.


Jackie is British/Australian and lives in Queensland, Australia. She has worked in Timor Leste, Indonesia, Bangladesh, Thailand, Eastern and Southern Africa, Europe, Bosnia, Russia.
